The Collie Project

A Flagship Green Steel Facility for Western Australia

Generation Steel (formerly Green Steel WA) is building a state-of-the-art Danieli MIDA micromill in Collie, Western Australia. The project transforms the region's industrial legacy into a new era of advanced manufacturing, leveraging Collie's existing infrastructure, skilled workforce, and strong energy connections.

The facility will produce up to 450,000 tonnes per annum of long steel products (including rebar, merchant bar, and wire rod) from 100% recycled scrap steel using Electric Arc Furnace technology. This is the first Danieli MIDA deployment in Australia and one of the most advanced steelmaking platforms in the world.

Collie's strategic location provides proximity to major construction markets in Perth and regional WA, with established road and rail links. The Western Australian Government has identified the project as a key enabler of the Collie Just Transition Plan, supporting the community's shift from coal-dependent industries to sustainable manufacturing.

What We've Achieved

Generation Steel has systematically de-risked the Collie project through years of planning, stakeholder engagement, and technical development.

Late 2021 - Project Inception

Project concept selected following extensive scoping study.

Late 2022 - Prefeasibility Study

Pre-feasibility study is completed, which during this study a site was selected and the land secured. 

2023 - Feasibility Study and Equipment Selection

State funding grant for full bankable feasibility study announced and equity funding for pre-FID works raised. Full bankable feasibility phase starts, with Danieli technology partnership secured for the supply of the MIDA plant for Collie.

2024 - Development and Works Approvals

Development and works approvals received. Wa Government also provides the Collie Steel Mill project with WA Major Project Status. 

Early 2025 - Statutory Approvals and Western Power Access Offer Received 

All statutory approvals for construction and Western Power Access offer (ETAC/IWC) received for the Collie Steel Mill project.

Middle 2025 - ECI Contractors Shortlist

Tier 1 ECI constructors shortlisted for the Collie Steel Mill project. 

Late 2025 - First Construction Customer Signed and Scrap Supply Agreement Obtained

First construction customer (MoU signed) for offtake partnership. Key scrap supply agreements are obtained for the Collie Steel Mill project. 

FEED Completion

Finalise detailed engineering, cost estimates and construction scheduling.

Target: Q3 2026

Pathway to Final Investment Decision

Generation Steel is targeting FID by late 2026, with construction commencing shortly thereafter and first steel production expected within 24 months of construction start. 

Offtake Agreements

Secure binding offtake contracts with major construction and infrastructure customers across Australia. 

Financial Close

Complete equity raise and debt financing to fully fund construction through to commissioning and first production. 

FID & Construction

Achieve Final Investment Decision by late 2026. Construction period of approximately 24 months to first steel.

Australia imports approximately 92% of its steel requirements, spending billions annually on foreign-produced steel; much of it manufactured using high-emission blast furnace processes. This creates a significant supply chain vulnerability and a growing demand for domestically produced, lower-carbon alternatives.

Western Australia's construction and resources sectors are experiencing sustained growth, with major infrastructure programs including METRONET, road upgrades, and residential development driving strong demand for long steel products, the exact product range the Collie plant will manufacture.
